Mark Doyle

Mark joined NHS Orkney on a permanent basis in September 2020 as Director of Finance. Prior to this Mark worked as Interim Director of Finance for 18 months whilst on secondment from NHS Fife.

As a qualified (FCCA) accountant Mark began his career in a Chartered Accountancy Practice and moved into the industrial sector after qualifying, then joined the NHS in 1996. 

Mark began his NHS experience in NHS Forth Valley, later moving to NHS Fife where he was the Assistant Director of Finance for over a decade. During this time Mark was involved in many national projects and initiatives working in the Scottish Government providing support and strategic leadership to NHS Scotland on emerging technical accounting developments and policies. Mark was instrumental in the development of NHS Scotland’s technical accounting response to the formulation of Integrated Joint Boards (IJBs) and he led a project within the Scottish Government on the accounting treatment and reporting of Annually Managed Expenditure (AME).

Mark achieved his MBA writing his dissertation on “Change Management with a particular emphasis on delivering efficiency savings in NHS organisations”.

Mark was a lecturer and examiner on the Chartered Institute of Public Finance & Accountancy (CIPFA) programme, writing various papers for several exam diets.

Throughout his career, Mark has developed a strong interest in the successful implementation of transformation programmes and making staff development a key priority.
