Public Services Reform (Scotland) Act 2010

Sections 31 and 32 of the Public Services Reform (Scotland) Act 2010 impose new duties on the Scottish Government and listed public bodies such as NHS Orkney to publish information on expenditure and certain other matters as soon as is reasonably practicable after the end of each financial year. 

Publish details of payments with a value in excess of £25,000 
Section 31(3) states: As soon as is reasonably practicable after the end of each financial year each listed public body must publish a statement specifying the amount, date, payee and subject-matter of any payment made during that financial year which has a value in excess of £25,000.

Duty to provide information on certain expenditure
Sections 31(1) and 31(2) state: As soon as is reasonably practicable after the end of each financial year each listed public body must publish a statement of any expenditure that it has incurred during that financial year on or in connection with the matters described in subsection (2). Those matters are: 
- Public relations
- Overseas Travel
- Hospitality and Entertainment
- External Consultancy

* NHS Grampian handle all external communications for NHS Orkney as part of a Service Level Agreement (SLA) which commenced in 2009/10.  NHS Orkney pays circa £21K per annum for this SLA.
**NHS Orkney defines hospitality and entertainment expenditure as catering meetings (i.e. coffee, soup and sandwich lunches, buffet lunches). For externally sited meetings room costs may also be included.

Publish details of those receiving remuneration in excess of £150,000 (members or employees)
Section 31(4) states: As soon as is reasonably practicable after the end of each financial year each listed public body must publish a statement specifying the number of individuals (if any) who, during that financial year, received remuneration in excess of £150,000 in relation to service as a member of the listed public body or a member of its staff.

Public functions: duty to provide information on exercise of functions
Section 32(1a) states: As soon as is reasonably practicable after the end of each financial year each listed public body must publish a statement of the steps that it has taken during that financial year— .
(a)to promote and increase sustainable growth through the exercise of its functions.
(b)to improve efficiency, effectiveness and economy in the exercise of its functions.
